Chamber Advocacy: Updates on ND Bills

Last week, significant work was done by the North Dakota Legislature on income tax and corporate tax issues. House Bill 1289 will be the vehicle to carry tax reductions previously found in House Bill 1189 and Senate Bill 2178. House Bill 1189, which was expected to reduce corporate tax collections by $50 million, was killed in the Senate. The Senate Bill included $50 million in income tax reductions. SB 2178 has received a “do not pass” recommendation by the Finance and Tax Committee and is expected to be killed on the House floor. Ultimately, House Bill 1289 will include $130 million in personal income tax reductions and $15 million in corporate tax reductions.

This week, legislators are up against a deadline to have all bills out of committee and onto the calendar. Numerous conference committees have been appointed to reconcile differences between Senate and House bills. Appropriations bills will be acted on this week including the Department of Transportation, the Department of Commerce and Higher Education.
