As we look ahead to the upcoming election on Nov. 5, North Dakota statewide Measure 4 could have significant implications on Cass County’s future. This measure addresses property taxes and how funding for essential services is managed. The outcome will directly impact our ability to maintain control over local resources and invest in the services that help our community thrive.

At its core, Measure 4 proposes substantial changes to how property taxes are utilized, placing limitations on the ability of local governments to raise funds.

While it may appear to offer relief for taxpayers, the reality is that Measure 4 threatens to undercut crucial funding for services that we all rely on. 

In Fargo, property taxes support vital areas such as schools, police and fire departments, road maintenance, parks and libraries—services that directly affect our quality of life. Nearly 40% of school funding alone comes from property taxes, making them indispensable for our community’s well-being and future development.

No plan is a bad plan

The measure also raises concerns about unfunded mandates, as it lacks a clear plan to replace the $3.15 billion in property tax revenue that would be lost starting in the 2025-2027 biennium. Without a concrete strategy for replacing this funding, we risk putting essential services at jeopardy, which could lead to reduced service levels or increased state spending to make up the shortfall—ultimately shifting the financial burden onto taxpayers in different ways.

Maintain local control

Voting NO on Measure 4 ensures that our local leaders retain the ability to make budgetary decisions based on the unique needs of our community. Local leaders have a deeper understanding of Cass County’s priorities, and their ability to adapt funding based on those priorities allows for flexibility in meeting changing needs, whether it's updating infrastructure, expanding emergency services or investing in local development projects. Maintaining this local control is not just about financial management; it’s also about empowering our community to shape its own future.
